hi-
I have an iPhone 4. Up until the beginning of January, I had two purchased tones for my ring and text messaging. They both disappeared from my phone at about the same time. They’re in my iTunes, and I’ve synched it to my phone via pc several times, and per iTunes, the tones are IN my phone, but I can’t find them in my phone; they’re not listed in any of the sounds, like they were before. Any ideas? I appreciate your help!
you can refer to this step-by-step guide to sync ringtones from computer to iPhone via iTunes see if any help.
Also is it possible to send us the tones through email so we can test it for you?

Hi,
You can firstly refer to this link to turn on the ringer from the iPhone see if any help.
If no luck, go to iPhone settings to make sure: (1) ‘Do Not Disturb’ is turned off; (2) go to Notification Center >> Phone >> Alert Sound, to set it to another ringtone; go to Notification Center >> Messages >> Alert Sound, to set it to another alert tone.
